Include comments in CSS#75

Under preferences have an option to enable or disable comments in output. If enabled include a comment at the start of each section which is the section label and then its sub sections
/*** COLOR **/
/**Brand***/
…..css colors
/***TYPOGRAPHY */
/*Manual Fluid Typography*/
It would be a big help during development when testing changes to the css manually

This is included and can be toggled in the Preferences.
