allow reposition color palette groups under 'Manage project'#145

allow reposition color palette groups under ‘Manage project’ (like all other groups). It’s a real hassle to organize color palettes, also after importing it take sooo much time to move them up (I have a quite a lot of color palettes and the UI is terribly slow)
